Currently, Eskom’s average energy availability factor (EAF) hovers just below 55%, a decline from the 58% recorded in 2022. The analysis assumes an increase in demand of approximately 0.64% for Eskom’s electricity, aligning with an average annual economic growth rate of 1.9% over the next five years.

Exploring potential scenarios, the system operator considers one where no closures occur within the next five years, accompanied by the addition of 19,000MW of generation capacity. This includes the completion of two units at Kusile, a new 2,000MW gas-to-power plant outlined in the Integrated Resource Plan, private and public electricity procurement, and an additional 880MW of embedded generation annually.

Despite these projections, the nation has already experienced a substantial 14,500 GWh of unserved energy due to loadshedding this year. In scenarios with a low EAF, this figure may worsen in the years to come.

A critical aspect highlighted in the report is the associated OCGT load factor, representing the utilization of diesel-dependent plants designed to assist during peak usage periods. The recommended level for this factor is capped at 6%.

The system operator’s conclusion underscores the urgency of addressing Eskom’s plant performance issues, deeming it the fastest and most efficient method to counter the supply deficit. The report advocates for an expedited and improved plant recovery process to enhance overall reliability.
