The 2024 Loadshedding Outlook is Code Red
In 2023, South Africa endured one of its most challenging years in terms of load-shedding, with frequent stage 6 power cuts plaguing households and businesses throughout the year.
Fast forward to 2024, and Eskom’s outlook remains bleak, painting a vivid picture of ongoing energy woes for the nation. With red risk levels forecasted for all 52 weeks of this year, South Africans must face the stark reality – severe electricity generation shortages are here to stay.
2024 Eskom Loadshedding Outlook
Eskom’s system status report for 2024 reveals a looming electricity shortfall week after week, with demand consistently outstripping available generating capacity. This precarious situation has led to a color-coded scale that signifies the extent of the problem:
- Green: Adequate generation to meet demand and reserves.
- Yellow: A shortfall of fewer than 1,000 MW, possibly short to meet reserves.
- Orange: A deficit ranging from 1,001 MW to 2,000 MW, definitely insufficient to meet both reserves and demand.
- Red: A shortfall exceeding 2,001 MW, leaving the nation struggling to meet both demand and reserves.
Sadly, 2024 paints a grim picture as all indicators point to the red zone – a staggering shortage exceeding 2,001 MW every week. This dire scenario only underscores what South Africans have dreaded for years – the persistence of severe load-shedding.
The outlook for 2024 reveals a shocking contrast to the previous year. In 2023, Eskom’s report showed planned risk levels in the red for only two weeks. However, the current year’s forecast is ominous, demonstrating that South Africans should not blindly trust in political promises to resolve the energy crisis or put an end to load-shedding.

It’s essential to examine one significant contributor to South Africa’s energy woes – the Kusile power station. Chris Yelland, a respected energy analyst, describes Kusile as a “huge failure” for the country. This power station has been responsible for multiple stages of load-shedding over the years, incurring substantial costs.
The recent synchronisation of Kusile’s Unit 5 with the grid on December 31, 2023, brought a temporary boost of 800 MW. However, this addition was never originally part of Eskom’s grid capacity, and it will take six months of testing and optimization before it officially joins the fleet. The investment of R233 billion and a 15-year construction period for this unit raises concerns about its viability.
Kusile, initially intended to deliver 4,800 MW from six 800 MW coal-fired generating units, has faced countless delays and cost overruns due to corruption, mismanagement, and labor unrest. Presently, only four units are in commercial service, and the project’s cost has surged to a staggering R233.4 billion. Together with Medupi’s cost overruns, these projects have placed Eskom in dire financial straits.
While Unit 5’s synchronisation is a positive step, it represents less than 2% of Eskom’s total fleet. With nearly 50% of Eskom’s units offline due to planned and unplanned outages, South Africa’s coal fleet’s age and unreliability remain significant contributors to load-shedding. Moreover, Unit 5 is the first substantial new capacity added to the grid in two years, underscoring the urgent need for further expansion.
